The Knights might have been the best technology they had available. The Knights were their 'All Purpose' machines that allowed better mining, deforestation, and eventual terraforming of the planet. I assume they have things like Fertilizer, Reapers, and infrastructure tools because the Federation would have brought those to the planet after Terraforming. The issue they all discovered when it was too late was that the Knights were easily used as weapons of war that even the Men of Iron could not break easily.
When I say conservative, I do not mean regression. Conservatism specifically is attempting to keep the status quo. These colonies kept the same Technological Level that STCs were built for, which is essentially similar to 40k standards if a bit less since they all had one device. I find it hard people making STCs would specifically program Combines into the systems when these Combines require specifically tamed environments to operate. Something like either a miniature Combine or advance Reaper would be more beneficial. After all, one Combine can feed a hundred thousand people when you really only need to feed 15k.
