Suppression must be maintained turn per turn (Reserved Fire occurs during the same turn movement phase), and if smoke gets in the way of a suppression attempt, it doesn't go through. If a suppression attack went through before they threw smoke, they'd still suffer from the effects of it hitting for that movement phase.

In-universe it's basically a very well placed shot made through breaks in terrain or through permeable cover and obstacles.
