Yes, and no one is saying those don't exist. Just that there are some rights that are granted by the state. There are things that are beyond the purview of nature that relate to civil society. Those are where legal rights come in. It's why certain things only exist in certain countries but not others, such as subsidized healthcare. There is no inherent human right to medical treatment.
