Not wanting to wake her, you sit on the floor with your legs crossed, and close your eyes. It takes a while for your hearts to slow to a steady pace, and longer still for your thoughts to stop racing. Eventually though, you can clearly make out the mindsignals of those infected in City Hall, at least two dozen lights shining in the darkness, their glow shining a little <span class="mu-i">differently</span> than the others.
With but a thought, your soul exits your fleshy cell, through the glass and into the sky above. You fly for a while before gently lowering down into the building, and then you simply watch them for a while, looking at their thought patterns and trying to pick out the one who would be most useful to you. There it is, one mind shining with patterns of authority and ego, what a cursory glance in it's mind reveals it to be the "mayor". You enter it's mind and find it to be a neatly organized office building, and it only takes a few minutes to sift through it's memories for the two agents. They've already talked with this mayor it seems, saying they were federal agents on a manhunt for a dangerous duo of murderers.
All it takes then is to find it's emotional core, and surprisingly when you reach the part of it's mind that associates certain emotions with certain memories, you see that it already has a dislike for these two agents. Perhaps they rubbed him the wrong way, or maybe the idea of someone above the mayor being in this town, taking over the local law enforcement and answering to no one messes with the mayor's grossly oversized ego.
Either way, it only takes a few well placed alterations to turn it's dislike for the agents into seething hatred, and it's distrust of them into outright paranoia. Yes, you think that the agents will be surprised to find that the mayor <span class="mu-i">really</span> doesn't like them in his town. With that done, you decide that the need for finely manipulating each officials mind isn't necessary, and instead you give broad instructions to the pollen cells in the infected ones to do the work on their minds themselves.
