To answer your question is two questions:
-Can Tal0S reasonably match the Technomancy of a Necron Cryptek through sheer will and effort?
The Necrons had possibly thousands of years more time than DAoT mankind to stud their craft, and did not collapse like DAoT did. They were aware of the nature of the Warp and hated the Old Ones. But most important of all, they had the C'tan infuse them with incredible knowledge and powers, like the very Void Dragon itself, to the point that they could fight the Old Ones. Could we even consider that such races like the Aeldari or Humanity in its prime could do such a thing? Add to that, people who have awoken early like Orikan, who have multiplied their knowledge many millenia fold. Cawl took 10,000 years and still could not fully comprehend Necron technology without the aid of Trazyn. By indomitus, the best he could do was tiny Necron Pylons only after much war with the Pariah Nexus for samples and aid of the Pharos. Granted, Cawl was a human. We are a Primarch. If you think we can think our way into Necron tier Technomancy, which by all accounts is likely superior to even DAoT (they were able to use science to work runes into the fabric of the cosmos so they could zap people from their fingertips, vs Magnus "lol psychic might!") then I have a newfound level of respect for Tal0S
-The other, and more important thing: How much time will it take if we focus on it, and is it the most efficient way we can go about it. Is accidentally our way into Technomancy through research really going to be faster than say, taking the mind of a Cryptek assimilating its information? Granted, this does allow us a better chance at diplomacy with the Silent King if that's what players would consider. Sanguineous did. But can we truly have the time to focus on it with all the other stuff we want to do like securing Lucius Sector, finding lost STCs and Artifacts, fulfilling our duties to the Great Crusade, helping Malcador do his super science, etc.
In my mind, the most time effective plan we could do would be to prioritize and focus on the Pharos. Securing it by building an entire fortress world above it and making sure it won't explode, maybe even figure up a way to reverse engineer Ork planet telyporta's to move it somewhere safe like Terra or Lucius itself. The Pharos is the key to all and the time saver, we won't have to solve riddles or search ancient clues to find what we are looking for of the many things in the galaxy, or traverse the dangers of the warp. We just think it, and it is in our hands or we are there.
That should be the very first thing we focus on imo. The Pharos is the key to the Galaxy. Also not having the Tyranids show up by it going boom is a plus.
