You switch it on when you want to use it with 1 AL, since keeping it active at all times is problematic. It's fairly destructive.
Then when its on it enhances the Compromise output of a mesh-attack.
Aren't you overthinking this, Agent? It does what the label says it does. It's not a particularly clever bit of programming, it's just very good at burning out systems and destroying things. What are you actually asking, here? What edge does it hold? Well the Meshfire package inflicts roughly 2 Compromise and a NodeBurner in active adds another 2 so the edge would be that it is approximately twice as good and significantly enhances output and then also distorts active processes in the target, crashing suites and fraying active systems.
It's a bit finnicky because normally you would inflict enough Compromise to Breach a system and take control of it, but if it gets distorted and burned out with a NodeBurner it's... data-scrap. Nothing much left of utility there to use or try to get clever with.
