>>5947658I thought it was cool in Early Dragonball how randos with strength are able to show up and potentially show up Goku and the like, especially if Goku hasn't eaten. I also think other people should have agendas that clash with the PCs' goals, even if they aren't evil agendas. But if they need the dragon balls, they're not going to fully cooperate with the PCs. Villains like Towa or Ozotto or the Cells could also spread misinformation across space to encourage this behavior!
