By Raihan Law your sister had every right to demand this of you, but in reality every noble knew that their authority rested on a complex and fragile web of allegiances. Could you refuse Shirin and get away with it? Certainly, but while you chafed at the command the fate of House Shimada -your house as much as Shirins- still mattered to you.
“I will do what I can sister, in the meantime if it’s ships you need, I happen to know an independent captain whose services you could engage.”

In order to meet both your sister's demands and contractual obligations you had been forced to hire Blorg work crews. The fungus based aliens were actually very pleasant and gregarious over remote communications. It was a shame the sight and smell of them disgusted you when face to face. You resolved to let Jack handle any personal interactions whenever possible. The fact that they were working exclusively on the militia frigates meant that decontamination was unnecessary and it was easy to segregate them from the rest of the staff.
Shortly after work began on the Suppressor you asked Shin-Claih to look into the state of Shima. You trusted your sister, but you wanted to make sure her steep demands came from a place of genuine need.
“It’s bad,” said Shin. “Shima colony is strapped for resources, everything your sister has goes into shoring up her control. ”
“What difficulties does she face?”
“First off, the population of Shima is nominally anti-Imperial. The old regime was abruptly ended by a decapitation strike masterminded by the Lord Commander. The rest of the people, while not in open rebellion, have no real loyalty to their new ruler. Compliance with Imperial law is a chronic issue.”
“Can she not seek support from the Throne?”
“House Shimada has little prestige in the Imperial Court, and there are many who see your sister as an upstart. Despite receiving her mandate from the Empress herself, other nobles have moved to block her access to any manpower and ships. The only reason she recently got any resources was that it was an Empire wide initiative to enhance development across reclaimed territory.”
