I think these constant migrations and demigods vying for attention of the tribes is a very nice idea though. It puts a lot of dynamic into these lands and awakens potential conflict between these demigods to get as many tribes as they can under them. Gives the players a chance to pick a side in these competitions and help unite the tribes under one ruler, or, if sufficiently powerful, simply conquer them all and appoint previous demigods as local governors. This begs the question whether they would accept such a position, or perhaps collectively rise sometime down the road to throw off the shackles? I see the plot forming...
