The Primarch is reading captured enemy intelligence alongside his officers, devising strategies to push the enemy forward in the Northern Mountains. A truce lie in the dustbin:

Various monitors were leaking informations, some astartes and Ironkin focused on some, the Primarch reading them all simultaneously.
Thionson was listening/viewing the feed of the enemy leader Gen Skanderberg speech on this 4th months of war anniversary.
"Our troops continue to push forwards towards the enemy lines. With every day we grow stronger. Soon, victory shall be ours. The Congress has voted the 5 Millions more men to be mobilized in the War against the Kin... I call upon all citizens of the Confederation to rally behind us and fight for freedom!"
The speaker holds aloft a great banner which reads 'Freedom'. As if guided by some divine providence, the wind carries the words across the vast crowds below. Freedom! They shout back. Freedom! And then suddenly there is silence. Everyone stares intently at the speaker, waiting for him to speak again. Then, after several long seconds, he does so.
He raises his hands high in the air. His face looks stern but kind; serious yet warm. A hush falls around the crowd. The audience watches with rapt attention. Some even cry out in joyous disbelief when the speaker begins to sing.
"We have come here today to celebrate life. Life itself. Not the superficial pleasures of this world. Nor the material wealth and possessions we accumulate. Rather, we stand before you to pledge ourselves to the cause of justice, peace and liberty. For these are the true treasures of humanity. These are the things that truly bring happiness to those fortunate enough to find them.
Only three months ago I stood in this place to read the proclamation on the Xenos attack, and to speak to you and to the Equasharian people. The crisis we now face on the Mountains Front is at its height. In the midst of the hard misfortunes the nation faced in the battle on the Cold Reach , we gathered together to display our unity, our unanimity and our strong will to overcome the difficulties we faced in the fourth month of the war.
It was a moving experience for me, and probably also for all of you, to be bound by radio with the last heroic fighters in the Volcanoe bastions during our powerful meeting here .
They radioed to us that they had heard the Congress proclamation, and perhaps for the last time in their lives joined in raising their hands to sing the national anthems. What an example Equasharian soldiers have set in this great age! And what an obligation it puts on us all, in the homeland!"
