You create two beings, one that is trapped on a rock and is in a perpetual state of panic and that is constantly screaming old folks songs into the air, and one is a giant skeleton fish monster hellbent on eating anyone that comes near. The skeleton fish is always near the rock the screaming spirit sits on, so if any sailors decide to try and help the spirit, the fish will rise out of the water and kill the good samaritans.
Maybe some myths are what this ocean needs.
