Agent Mammoth, Lead Agent Graphite, just restrain him with some securi-cuffs from your tactical kits. While spraying someone down in a cocoon of foam is a fun trick in the movies, in real life it's actually hard to get enough density and people can struggle out of it. There' a trick, though - cuff him first and THEN spray the cuffs and his arms. Yeah like that Agent Mammoth. No way is he busting out of that without super-enhanced strength, and this steel viper doesn't even have a suit on.
