Some of this is sourced locally, that being the general manpower, basic hand tools and explosives needed to break through the rock, and scrap used to keep the tunnels secure. The smelters will be brought from the NCR or Legion, and heavier machinery and power tools will come from the NCR. From there, the copper will be sold to any willing buyers but being a government-ran entity, you will have final say on where it’s sold and to who. You sign off and hope it finishes on time and on budget.
