Okay, I'm back for now. Given the directions y'all have expressed wanting to head towards going forward, I will say this: as brought up here
>>5947918 it's entirely within the realm of possibility to get the Time Patrol's help on this, but it would more or less narrow things down to two choices to focus on. It could also mean splitting whatever groups you want to send forward to finding the displaced people in two. You don't have to do that, though, you can just as easily let most of the Time Patrol try to handle such a thing or not. But if there are any preferences on the who, the how, etc. feel free to share them.
