The Imperium, and the Admech are run by super-gifted people of familial lineages whom assume all the relevant responsibilities of their rank, be they called nobles or magi or what have you, each of increasing rank, status, and ability. There are billions of common denizens, but there are also billions of nobles in charge of them from lowly counts and lords all the way up to princes and governors.

It is possible for someone to climb the rank, don't get me wrong, but it seems much more efficient to try and engineer competency than it is to play dice and try to gamble for it out of the seething masses.
