There is a nominally functional democratic state, yes, but has been cursed by destiny to remove underindustrialized and poor, which ensures that there is never enough centralization or wealth to either transform itself into a modern country, OR succumb to the kind of collapse that we're seeing Russia undergo in 2022, or which America witnesses in this timeline. There's a number of preppers and suchfolk that have emigrated to places like Argentina for this very reason: the rest of the world can fall apart, and the region will barely notice.
