We could make a first line be a demonstration or proof of concept connecting two largest cities, or our capital with one of a neighbour we trust, if they want to make a joint venture. Then we can begin working on backbone of our freight network. But I suppose connecting deposit of coal with an industrial hub would be a good start as well

Leave the details to the engineers, as a high level advisor to the king we should ensure the modernization program is properly funded so the people doing the work can actually make use of their exhaustive study. No need to reinvent the wheel either, take what works for now, early trains sucked and pretty soon in a couple decades we'll be making new trains and laying down new gauge sizes and everything.

Anons may occasionally mock mistakes but in my experience we are rather considerate of QM and don't criticize unless requested (seeing as alternative is chasing the QM away and not having a quest)

You got a decent amount of voters right from the start, more than many quests ever get or retain. A little imperfection is fine, no one's going to mind if you screw up some text here or there. Most people won't even notice, if you carry on confidently, or if they do can be mollified with a "whoops, I screwed that up, let me correct it". I'm not trying to downplay your anxiety, because I know how bad anxiety attacks can be. But I think you'll be fine. Take as much time as you need to get in a good headspace, but don't let worries overwhelm you in the long term.
