Those calculations do not account for situational modifiers like commander competence, tactics, terrain etc.

If there is a tie at the end of the designated voting period then a designated tie breaker period will be established if by the end of the period the tie isn't broken I will roll a d100 and it will be split accordingly to decide.
Last time Ford and the gang were investigating the city of San Francisco for the old Shi cell of the Enclave. They searched the market, spoke with a proprieter named Shen, and bought 10 pipboy 2000s.

Heading out of the merchants shop you walk a fair distance away from most of the busy crowd in the market before stopping and thinking. You'll need to head to the docks to check the 'immigrant' population and 'foreign' merchants to see if any of them are members of the cell. You've been mostly lucky, well discounting Reno, in regards to reconnecting with Enclave cells across California, but with how well established the Shi are it feels like a whole different beast when you consider the issue ahead of you.
If the cell was still around in the city they're either in deep cover or.... they may have completely abandoned their roles. You shake your head, that's a very unlikely circumstance. For one the only real defector or awol unit you've seen was Granite's and you know well that he's a unique case. You don't have much more time to dwell on this when a hand touches your shoulder, turning you see it's Thomas, "You good? We need to keep moving." you nod your head, "I'm fine."
The trip to the Docks isn't terribly long, but it is very densely populated. The organization and coordination between the various workers and systems at play here are almost staggering. You had briefly been to Shady Sands once, it was a massive city for the wastes, but it very much still had that post war ramshackle feel, though in part that was due to the incompetence of the NCR's 'democracy'. This was different, it was unsettling in many ways to you to see so many people working in lockstep like this.
