<span class="mu-s">The Rules:</span> As a member of cabinet and secretary of your relevant department, you have been granted unprecedented authority to direct and organise the functions of government. Want to go to war with Canada? If the Cabinet agrees in a vote, you can. Want to burn down all the forests and sell off the land? If you’re secretary of Agriculture and the Interior, you can. How this will work: Each turn is made up of three rounds. First is departmental proposals/actions. Second is cabinet voting. This will be followed by an action round where we roll for all the successfully passed resolutions and view their results. <span class="mu-b"><span class="mu-s">Departmental Proposals:</span></span> You come up with a policy for the cabinet to discuss and vote on this quarter. E.g, DoJ wants to outlaw Alcohol, DoD wants more money for the Navy, DOL wants to lower the minimum working age. Everyone MUST put forward a proposal OR take a Departmental Action. <span class="mu-r"><span class="mu-s">Departmental Actions:</span></span> You may attempt to take any action within your departmental authority, forgoing the opportunity to vote in Cabinet because you’re too busy with your Departmental Action. What is a Departmental Action? Basically, anything that your department has the power to change or affect. E.g, As DoD you can buy more ships, but you can’t unilaterally declare war on Canada. As DOE you can spend money researching fusion power or raise energy prices, but you can’t start shutting down all the energy plants. What’s the difference between a Departmental Proposal and Action? Proposals affect people outside your department, actions only those within. The line is a very fine one, and it’s okay if you mix one up with the other, it doesn’t matter too much. What matters is your policymaking. The President wants to get reelected at the end of his term you know! If it’s really necessary, The President will inform you whether a policy should be a Proposal instead of an Action, or vice versa. In fact, you may even deliberately want to make something an Action instead of a Proposal, or vice versa. You will make a roll for the success of your action during the action round. This is mutually exclusive to a Departmental Proposal. This means you CANNOT Propose or Vote on Cabinet Policy if you take an Action. You may still communicate and give your opinion on Cabinet Proposals or Voting, just not participate in the voting. <span class="mu-g"><span class="mu-s">Cabinet voting.</span></span> Once all proposals have been submitted, the Cabinet then votes on what policies it wants to pursue for the year. You may vote to pursue all, or none, or some. The most voted for proposal will always become government policy, but all other policies must have a 50% or more majority to become policy. This may change later depending on the amount of policy passed by this Cabinet, or Cabinet itself may vote to lower, or raise the necessary number of votes to pass policy, through a Departmental Proposal.

Please keep all contemporary political involvement to a minimum. Contemporary political figures are fine, screaming about the latest shit they’ve done today is not.
Really Stupid Decisions will receive 2 warnings from the President before the relevant Secretary is fired from Cabinet. Silliness is okay, but only if you’re playing within the rules of the game. DoD voting to war Canada is Silly, voting to nuke them is Stupid (along with being a Cabinet decision anyway). Don’t be afraid of suggesting silly things though, that’s where the fun’s going to come from. Just be aware that The President would like to seek reelection at the end of his term, and a functioning government is going to help with that.
You cannot propose an action outside the authority of your department. E.g, the Department of Justice cannot order the military to invade Canada. However, you can make a law declaring Canada the 51st state, and if Cabinet passes it, well, who knows what might happen.
Some Departmental Actions, if they affect enough people, will become Departmental Proposals on the authority of The President. The President will however try not to step on anyone’s toes unless it is absolutely necessary.
Executive Orders: A special power of the Vice President, Executive Orders are exactly what they say on the tin. The Vice President can issue an order addressing any topic of his pleasure, however, said orders carry no authority of their own except that they come from the Vice President. Just because the Vice President issues an executive order doesn’t mean you have to follow it.
Extraordinary Measures: If no policy is passed and the Cabinet enters a period of deadlock, The President may overrule Cabinet to tweak the rules of his administration. You’re all in this cabinet at my pleasure, understand? While my administration is committed to fair and open governance, the buck stops with me; Cabinet needs to function for the government to function.
Vote of No Confidence: In the case of absence, incompetence, or general malfeasance, the Cabinet may undertake a special Vote of No Confidence in one of its members. Half the cabinet must demand a vote, and a two-thirds present majority is required for it to pass.
That’s about it for the rules. I may introduce more systems later on, but for now the goal of this administration is to get Cabinet up and running. After that we’ll see. In any case, if you’ve actually read the rules in full instead of jumping right in, now it’s time to pick your department! I look forward to working with you over the next 4 years.

First order of business: It may come as some surprise, but Congress isn’t happy with The President’s new mandate to grant power to the Cabinet. They say it dilutes the power of the executive, and furthermore, empowers unelected individuals, subverting the role of The President. The President has dismissed this as overblown fearmongering; Congress has already confirmed his Cabinet picks, and the people elected him, didn’t they? His decisions will stand. Still, Congress is kicking up a stink, and The President wants to do something about it. Congress can’t really do anything about us yet, we’ve only just begun my term, but I’ve been informed that some of them have begun investigating what they call my “unsavoury” past. What nonsense! It might become a problem though. Should we ignore them, intimidate them, pass a salary cut for Congressmembers, or something else?

Well, we’re in a right mess, folks. The Chinese Premier had promised Secretary Hardy in their meeting that they’d do what they can to pressure the Norks to stop their nuclear tests, they don’t want tariffs as much as we do, but things seem to have… escalated. We couldn’t get the Chinese to commit to stopping their support of the Kim Regime, and our increased presence in the area seems to have incensed the norks. They’re no longer scheduling a single nuclear missile test, instead they’re launching 5 potentially nuclear armed missiles, all which will be passing over Japan. And to make matters worse, the South Koreans are reporting a bigger movement of troops on the border. Things aren’t hot yet, but the kettle’s starting to boil, and if we don’t move quick we could be embroiled in something ugly. The Chinese are also beginning to call us up politely explaining how they had no hand in this and if we put tariffs on them they’ll retaliate in kind. We have a number of options here, escalate, deescalate, escalate to deescalate, or something else. We did tell the Chinese we’d install some long range rocket systems in South Korea and Japan if the Norks didn’t stop their tomfoolery. This could potentially become a serious problem for this administration if we handle it badly, or it could become a crowning achievement of American Foreign Policy, finally solving the North Korean problem. RESULTS DoE New Nuclear Power Program More setbacks! Try as they might, the designers are simply unable to come up with a workable design! Every time they crunch the numbers in the simulations their new efforts just can’t exceed the power levels of current generation reactors! Morale is low at the DoE after the continual failures. Well. I won’t be laying the blame on anyone, but this is a real cockup. The DHS leaked whatever it could find about the university protests, but it seems to have backfired and only emboldened support for them instead! I don’t know what was going on over there, but they obviously didn’t do any proper vetting at all on the information they released. All the protest leaders are hard-working, virtuous, upstanding americans! There’s not a single thing to criticise about them, other than the fact they disagree with the government! There’s even one here who runs a special charity shelter for homeless puppies! This is ridiculous! And what’s worse, it’s been leaked to the media that these protestors have been described in official government documents as “threats to national security”, “suspected to hold terrorist opinions” and “selfish liberal hippies” This is a bad, bad look folks.

No matter. We’re strong enough we can go it alone!

Now that’s all out of the way, let’s get to business. Item one: The Norks aren’t happy. They’ve been emboldened by our failure at the UN, and they’re making incursions, small ones, all along the South Korean border. It could be intimidation or it could be the beginnings of a full invasion, we can’t tell. If we deploy more troops to the area we might just scare them into invading anyway. It’s a delicate situation, so we need to be careful here. Or, we could leverage it to our advantage.
