That doesn't mean a company can't pull the plug on planned products if sales are horrifically bad, but generally speaking you need to be planning the next wave before seeing the sales figures unless you're okay with there being a massive gap between products.
I'd have thought NYCC would've been a good time/place to show/announce Dragonzord, but that clearly wasn't the case. Which is unfortunate, because not having a Dragonzord on the radar is hurting their Megazord sales, as many people aren't going to buy into a Megazord without a Dragonzord to accompany it. The Legacy Megazord is a perfect example of this. As soon as the Legacy Dragonzord was announced the demand for the Megazord shot up considerably, existing stock quickly depleted, and the aftermarket prices went through the roof until Bandai did another run of them.
