They tried to use same pair of hands that hold lightsabers for staff too but there's was not enough friction. Look at promo pic, staff is even bent. Maybe they couldn't even pose him with staff without using both hands and bending it.

I think Bandai probably removed the electrostaff so they can bundle it with the battle damaged version of Grevious, the one where he was fighting against Obi-Wan and had his chest cage pulled open exposing his organs OR and this is wishful thinking, they actually make Grevious's Wheel Bike from the film and have the electrostaff be bundled with it.
