When they announced the return of the line I was (foolishly) assuming they would tackle it with renewed vigor, but they obviously didn't. And there's pretty much always been some continuity from line to line; even when TVC started in 2010 it was hardly a fresh break. It came out of The Saga Collection and The Legacy Collection, and as such included plenty of repacks. See

I actually like the vintage cards even though I do not keep or collect the packaging, but I don't think it's much of a burden to the quality of the figures themselves either way. Most 3.75" collectors aren't that bothered either. The line existed before the vintage cards, after all. 3.75" figures just aren't as popular anymore, and Hasbro haven't done much to change that because they don't need to and there's probably not much they can do.
