If you head on to Amazon, you can pick up a cheap pair of flush cutters (AKA side cutters AKA nippers) for $5-10 and an X-Acto knife for like $6. Those won't be the creme de la creme of tools, but they're a perfectly solid choice for someone who's just testing the waters and they'll definitely do the job a lot better than random household scissors/nail clippers.
But yeah, the normal technique is to use your cutters to remove the piece from the runner with a little nub of plastic left on the piece like in this picture, then use your knife to shave the nub off.
