The US version I bought has his boxers added, just like the censoring in the US airing of the show.
You can easily tell if it's a Japanese Version or a US Version with boxers by seeing if his packaging gives his name as 'Gash Bell' or 'Zatch Bell'. Or alternatively by seeing if the show logo is either the Japanese one or the localized 'Zatch Bell!' logo.
