I'd say an inch at most.Bebop and Rocksteady are absolute giants in this toy series, so being only slightly taller might not be the worst thing if they load him up with fun accessories like a whimpering/cowering Krang face as four turtles beat on his robot body, or "open panel" bodyparts so Krang can get some maintenance in while hanging out with the baddies.

In my opinion, part of the comedic charm of the original cartoon designs is because they do the opposite of what you're saying. Krang's android body is huge so it makes for awesome fight scenes with the turtles because in a far away shot action sequence, you're seeing the android's head in relation to the turtle heads. Alternatively, in the close ups, the humour is found in the fact that the evil egomaniac Krang literally has to look upwards to yell as shredder, rocksteady, or bebop, which creates an interesting power dynamic. (But at the same time, he's also head-height for the shorter turtles, so they can have close up conversations more naturally).
