Piece count also isn't a fair comparison since sets used to have fewer but larger pieces, while modern sets have more complex builds with smaller, more specialized molds. You also have to consider that the baseplate counts as a single piece.
Finding something at a similar price point is probably a better way to compare. Picrel is pretty similar (has a baseplate equivalent, multiple minifigs, a vehicle, and a building) and at a glance it does seem to be more substantial. I'd say this one is a better value than most other modern sets though.
They really should bring back the old printed baseplates. They really go a long way in tying the scene together and making it feel like you're getting a lot.
