According to my measurements, 99 studs is exactly 31.5 inches in length. Assuming that we're using 1:31 minifigure scale, that means that Orthanc, at 500ft/152.4m, would be 609.6 studs tall, or 193.7 inches tall, or 16.1 FEET tall, twice as tall as pic rel. Using 1:41 scale, it is a bit more manageable, standing at 145 inches (12 feet) tall exactly.
