The stone transformed him into a Toa of Ice, granting him powers over the element as well as X-Ray vision from his Kanohi Akaku. And that's before Hero Factory gave him an upgrade. Powered by two hero cores on his collar, Velak is faster, stronger, has quicker reflexes, and has an advanced healing factor beyond that of any hero on record. Hero Factory's enhancements also granted him a stronger intellect, making him a brilliant tactician and problem solver. The only noted detriments appear to be a loss of interpersonal communication skills - rarely does Velak speak unless spoken to, and humor seems to fly over his head.
