I don't know how they released the game in Japan but NoA should have done this. 1 version of the game and it's $60 and includes Nohr and Hoshido version should have been on the same game cart with the 3rd path being DLC.
If you wanted to play just Hoshido or just Nohr you can pay $40 and it would be digital only.
