This wasn't always the case, pre-Gaim I don't think there was a single rider who didn't get all of their form changes, and pre-Wizard these form changes were usually fucking retail releases which would shelfwarm like shit because nobody other than diehard collectors wants to buy shit like CycloneTrigger or the Fourze parts (which are still on clearance sales to this day). From Ghost onwards, they introduce a dozen forms within the first quarter of the show and there's no point in releasing them unless you want to wait even longer for final forms because Bandai is busy with SHFSS Kamen Rider Saber Humpty Dumpty Form.
