Honestly, it's probably just cheaper and easier just to use the same paint mask as a previous release for a horse that's 90% covered in gear anyway,
I agree that the changes made to the horse are disappointing. Mainly because I think the original design looked better but also because I feel they shouldn't have to change or avoid certain designs simply because assholes once made use of certain looks. If anything, changing the figure because of that limited previous use just gives more weight and importance to that time it was used for something awful (completely ignoring the fact that the Templars weren't exactly the nicest of folks).
But at the same time, I can understand why they changed it and can't really fault them for doing so. They make toys, they don't want to go about courting unnecessary drama from crazies on the fringes who would make this into an issue. There are still options out there for those who want that more accurate Templar look (check out Maxbird's webshop, he makes some fantastic soft goods).
