I think it's a mixture of things, from robot modes being where most of the character is, to plastic addiction having them quickly take up space, to not having a good way to display them (you'd want racers to be on some sort of track, right?), not wanting them to be in TOO complex of a pose so you can pluck them off the shelf to play with them whenever, or downright laziness
I'm also speaking mostly from experience here, but TF figures can be a good bit larger and/or wider than other types of figures just due to their nature. A voyager/leader class figure posed dynamically can easily take up an obnoxious amount of shelf space, especially when taking kibble and accessories into account. And that's not even getting into the even bigger niggas like commanders, masterpiece scales, or God forbid titans. Lord help you if you want to meaningfully display multiple titans.
I always try to at least put them in a basic action pose, risers and actions stands help a lot with that
