Humberto Ramos designed this costume. Considering it only pops up in issue 800, there were at least three artists who drew it. Pictured here is Camuncolli’s rendition (I wish all figure designs came from this dude, I think he’s singlehandedly the reason we have the Spider UK mold).
Anyway, this art here makes the suit look cool and it looks like it deserved the 2099 body, not the lame pizza body. The figure just looks wimpy and I think the eyes have been over exaggerated compared to the art, where it was more subtle and honestly uncertain at all whether the eyes pointed out like the figure.
In addition, red goblin’s figure also looks like hot garbage. It’s the same reason Symbiote Spider-Man doesn’t have blue highlights; it looks like trash. Red goblin should’ve been a red figure with maroon overspray to highlight sculpt, and it should’ve been on another body as well, although I’m not sure which. Both the figures look like garbage compared to the art.
