The only solution I can think of is to remove the entire shin and replace it with one that has a rotating cuff where the joints attach, so the entire apparatus spins around; this would also mean that the dragon head/tail tip needs to be installed backwards so they're pointing upright when you transform it. But maybe you can figure something out that'll work better.
