Interestingly the cape is make of cloth, with a wire insert for posing it. It actually works surprisingly well, though it only hangs off the shoulder pads by hooks so it'll want to sway around on its own a bunch. It would work pretty perfectly if the wire inserts were anchored onto the shoulder pad.
