Figures being "beta tests" isn't exclusive to HIYA, Bandai does it with some of the SHF line from what I remember with new versions of DragonBall figures with articulation improvements and whatnot.
And hell, now they're primarily doing improvements before release now. For example, they've redone a lot of their Hokkaido Godzilla in the time since the initial reveal. The changes were first showed off with the Atomic version and are being retroactively applied to the initial release. Seems like something similar is also gonna happen with their Godzilla 2014, as the atomic version teased at SDCC has a revamped sculpt too.
This Godzilla line is their first in terms of figures like this so they're still working out the kinks in terms of tooling and design, but they've pretty much got it down pat.
