The goons don't even look all the same like star wars, each one is a unique design and species. No one needs like 5 copies of one of these guys. If they made nameless dude #1 you gotta ask yourself, why wouldn't you just make an actual named character with relevance that hasn't been made yet? They still haven't made metal Cooler and people would defintely army build that while also being something people might casually buy 1 of.
