The thing about Volfogg is that his transformation is so cheatsy that they didn't even show where Big Volfogg's chest comes from, we only see the car hood/backpack transformation before he turns around. Having Volfogg's thigs unfold into Big Volfogg's chest goes against the original toy transformation, but not the animated one.
But yeah, they obviously need to redesign the thing way more than in GaoGaiGar's case.
