The 30s-70 were incredibly formulaic, and a lot of artists were suppressed, where they were made to copy a "house style". There were a few artists who broke the mold, but they were incredibly rare, especially since publications would alter their art for not conforming or being considered bad. It wasn't until the 70s and 80s came about that artists were allowed to change shit up, and they quickly got out of hand (hence overuse of splash pages and the hundreds of millions of copycats). So they weren't actually putting their full ability to use, hence so many naked people who were colored in garish colors to denote they're wearing clothes, like boob socks.
