You can tell if a sculpt is good or not and what the paint is doing.

Hasbro had been using those types of decals for almost a decade and DCC actually started using the decals on the face like Bandai did, but included face paint underneath as a foundation, which actually makes it look good, instead of a splattering low res dots over cheap colored plastic.
So it's like 3 tools to paint a face (lips, eyes, eyebrows) vs 5 or 6 (sclera, iris, pupil, lips, eyebrows). Also, placing a decal doesn't cost as much as needing an actual paint app.
So Hasbro had the technology for a very long time and had the common sense not to use it on a face until someone proved it could look good.
Anyway, Hasbro has ace sculptors and so does DCC. This is also why their stuff is far more impressive.
