OP is probably talking about Acid Rain/Ori Toys or a Kaiyodo figure, or possibly some Chinese line. They don't have chemists that check for longevity or stability.
There were Figmas that had a plasticizer problem, but they fixed that pretty fast... but given how long it takes to react to that, since production takes at least a full year, it might have just been a problem with a specific color blend of plastic on a couple of figures.
The only toyline i have that has leaked plasticizers are my Toy Biz lord of the ring figures, but i bought them decades after they came out (new in box, btw) from different sellers and who knows what their storage condition was, since some figures have leaked and others haven't.
Still, given the toyline is over 20 years old, that might be normal. Plastic generally takes 20 years before it starts to noticeably decompose (discoloration, blooming, weeping, brittleness, etc). Ideally, it's 50 years.
Plastic isn't actually that great of a material that holds up over the long term.
