Lucas decided it looked bad, so for the final release he just had the arms CGI'd so that they're secured close to his waist instead of hoisted up like that. When you watch the scene again, pay attention to how his arms move when he breaks out of the binders, he raises his arms in this sort of upward arc (since in the original footage the binders were up close to his shoulders) instead of just pulling forward, that's how they mask the transition from CG arms to live action arms.
