people will always go out and watch when shit is happening.
Gun fights, floods, holes developing in the ground, buses running people over, dogs attacking people, etc etc etc. They'll only run away if they're in the way of the action.
Shit, remember when that earthquake hit near Japan and there were all that tsunamis everywhere in the pacific? And all those people stood out in the receded beaches and resort properties to stare at the giant wave heading toward them?
Or how about that fireworks factory that was exploding? People just standing right next to it, like a building would save them from that amount of fireworks exploding (muchless the fertilizer).
