Plastic dust generally falls straight down, it's not light enough to float in the air like wood/drywall dust. Unless you're burning plastic you won't get fumes from grinding or cutting it. Some paints like Sunin7 (Chinese factory paints with resin in them) and enamels may require a 3M Organic Vapors respirator, or just good ventilation like being in your garage with the door or window open.
Making a bigger horn shouldn't require any PPE. Just look for something that's simlar from a Gundam kit or Star Wars vehicle. A Kotobukiya MSG kit will have what you're looking for, they even have fin/spike add on kits. Browse the mecha add-ons
