Kids have been buying cheapshit out of vending machines for a long time that aren't based on any licensed properties, and some vending machine shit got popular enough to be considered a licensed property.
Anyway, part of the reason toys like that can be found for so little is just for the simple fact that Japan is so small. Distribution doesn't need to happen over thousands and thousands of miles, and population centers are actually centered and not spread out as much. Then there's also randomness that makes betting fun, so you have kids spending more money on trying to get exactly what they want. Sorta the reason Loot Crate became so popular. Them being so inexpensive also helps. Also, not being licensed products.
