Offering two collector quality choices means you're halving your potential sales, thus neither can be as profitable as they should. Since $20 > 8.99, Hasbro chose to sabotage their 1:18 lines.
They started with the Avengers toyline, cutting the budget and making the figures more simplistic. They probably thought they could still sell the 1:18 lines as just the cheaper toyline and sold mainly to kids, but even the kids stop buying that shit because it became so shit and expensive. This led to the creation of those shitty budget 1:18 lines that had even less articulation, to sell only to poor kids, but even those bombed. Apparently kids like articulation too.
So now the only 1:18 lines Hasbro makes are super overpriced nostalgiafag figures and the Vintage line.
Pic is basically what Hasbro was doing. They knew the outcome, but kept going anyway, because their brains have rotted away with greed.
