They were $20 each originally because that's just how you sell a toyline in mass market stores. The manufacturer might throw in a few things to increase the value, hence smaller figures coming with more accessories or minifigures (various yoda toys, battle droids coming in pairs, etc). Or the large BAF piece being inclosed with the smaller figure.
OOOR... nothing at all and you still sell it for $20. Save dat dough to get a little bit richer.
