As for weaponry, Scourge has more than Optimus' standard form. While Optimus' super modes do arguably pack more, Scourge also has his trailer load-out.
Remember, they already did a Black Convoy that was just a redeco of the main Convoy in animation before (Black Lio Convoy). But it was Car Robots BC that made people care.
