The print apps are only being used as highlights and shadowing, so it doesn't look bad on most of the figures. That Superman looks as bad as he does because they overused the dots, so he is an outlier.
If you look closely at the Harley Quin, you can see it.
It's pretty weird, almost like someone is using a dithering effect over an actual photograph.
