Well they can't even get some form of a team for the Avengers so yeah.
Although it feels close and doable, but depends on what people think is the Avengers team. The least number of new AYs they can work with is 2, Ant-Man and Wasp, and get that small old team with no Hulk. Probably not happening after how bad Quantum Mania went. Vision and Scarlet Witch might work too.
Otherwise I think they need 3 more and include the Hulk. Most will want that first movie team so Hulk, Hawkeye and Black Widow are needed. That or switch the regular humans with Vision and Scarlet Witch. I think those with the existing AYs would resemble what most people think an Avengers team is like. One heroine is a must so depends who's most likely, BW, SW, or Wasp, probably in that order for probability.
